The command and control paradigm of management reinforces blindness about the true nature of the problem. Inherent in this paradigm is the idea that a person in charge gives the solution (the right solution, the only solution) to other people, who are in charge of implementing it. To function in such a hierarchy often means to collude in systematic denial of the complex and ill-structured dynamics of wicked prob- lems, a phenomenon dubbed ‘skilled incompetence’ by Chris Argyris (e.g. Argyris and Schön 1996).
